Yes, that is by design.

you can tweak the behavior using the kMG[] per-target directive

I believe what you would want is
kMG[DSL-TARGET-NAME]: ,-,-

I tried doing that but I still get a 10 as a result.

I tried all options of kMG[]:

Any ideas how to tweak it correctly? cause no matter what I do I get:

Max Average Current
sessions 10 9455 10
