$dayjob is a commercial product that does exactly this. All mail received and
quarantined is reported to a central server. Admins can choose how often
their users get a 'these mails were quarantined' e-mail. Said mails contain
hyperlinks that generate log entries on the central server. When the scanner
next checks in for a config update, it gets a list of e-mails to release.
