True, a lot of=20 spammers are not rfc compliant. That does not mean that all=20 non-compliant mailers are spammers. Just as sending mail from dynamic=20 space does not make it spam. People use the easiest solution first and migrate (hopefully) to the=20 right solution as they learn. We only use two external RBLs now. One that is based on spamtrap and=20 dictionary spam and the other which deals with hijacked netblocks which=20 we do not have the resources to do ourselves. We no longer use lists=20 that depend on third party reporting. Our internal DNSBL/RHSBL is based = on abuse, spamtrap hits, and dictionary spam, as well as regions and=20 ISPs where we have no need to receive mail *and* the ratio of spam to=20 ham is murderous.
