Default Allowing dynamic address connections

How can I configurer postfix to allow my users, who may be offsite
with dynamic addressess, to send mail through my system. Currently
users can connect and recieve either pop3 or imap mail. But they
cannot send. Connections to port 25 are rejected from dynamic hosts.
(at least the one I have tested)
Obviously I don't want spammers to use my system as a way station
either.
Whats the best way to do this. Thanks
