the To: header is a comment, it is not delivery instruction - you don't always
see the recipient address in the To: header (take this message for instance -
the To: header refers to the list, and there is no mention of your address in
the headers, but a copy is delivered to you).

with SMTP, it is the *envelope* addressing that is important, not the headers.
i.e. "RCPT TO:<sales@amfes.com>" in the SMTP session.
