Unable to install apache_2.0.55-win32-x86-no_ssl.msi

Hi,

My OS is XP SP2. Everytime I try to install
"apache_2.0.55-win32-x86-no_ssl.msi", there's a popup "The system
administrator has set policies to prevent this installation", why? How
to solve that? I've already logged in as "administrator".

I'm looking forward to seeing your help.
