Default Apache Server Configuration

If any one has an idea how to set Apache so that I want to display a
message to all users who logon to my domain or my site. That includes
anyone who has bookmarked special pages to our site. In other words no
matter how, anyone trying to access my site will get that message
displayed. Is there a way so that users with bookmarks will also
display that message which we want them to see. Thanks,

Is there an example file how to set this in the httpd.conf file. I am
trouble getting this done right.
