Default Apxs missing From Fedora

I've been using RedHat and Fedora, and every release it seems, is missing
apxs. I'm on Fedora 3 now and it's not there either. How do I get it
installed easily?

You need to install the httpd-devel RPM that has the same version as
the already installed httpd package.
