Default Apache redirect problem with character "#"

If I redirect any URL to new URL with character "#" in it, the
character "#" get replaced with "%23".
I see one solution in rewrite guide using external perl script which
for some reason not going to work in my case.
Any other suggestion ?
Rule for
RewriteRule /it www.testsvr.com/it#1288
becomes

RewriteRule /it www.testsvr.com/it%231288
