web host and mailing lists

I'm looking for a web host where I can
populate mailing list files with my own
CGI scripts driven from my own db.

My current host doesn't really provide
mailing lists but does have aliases,
but I need to use their Ensim front-end
to cut-and-paste addresses in. A new
vendor I'm trialing has a Cpanel front-end
that drives Mailman lists, but as far as
I can figure out, I don't have write
permission to the files if I try a
Mailman command like add_members.

I don't need the system to archive the
emails, have subscribe/unscribe features,
etc. I just want to populate the lists
from my db with my own scripts. Other
handy features would be support of cron
jobs and add-on domains.
