apache 2 : add mod_proxy_html

Hi,

I'd like to use mod_proxy_html but I don't find any doc to compile the
module and integrate it in my 2.0.47

Compile with apxs as with any other module.

See the mod_accessibility pages for more info. mod_proxy_html is a
spinoff from that, offering a subset of the functionality.
