PATH_INFO is null with getenv()

Apache 1.3 shared host htaccess only.

I wrote a small test app in C where I use getenv("PATH_INFO"); to get
the path_info but when I printf it says NULL. path_translated printfs
blank (not null). I haven't messed with this in a while and don't
know what I'm forgetting.
