Not in my country you can't. In Norway you might be put in jail for that. It is forbidden by law to log anything that does NOT have anything to do with keeping the system running. When you do log something, you are required to erase it once it's purpose has been fullfilled. If you want to spy on the employees, you have to get their explisit written authorization.
