Default Red Hat FTP client broken

I am running Red Hat 9.0 and the ftp client does not support
active ftp connections, only passive.

I am trying to connect to an ftp server that only supports
active connections. Per the man page there is no way to force
an active connection.

Am I missing something or is there a work around. I can use Internet Exploer in Windows
and browse the ftp site since it is using an active connection, but Linux cannot do the
same!

Subsequently entering "passive" command one can switch between
active and passive modes. Don't have RHL9.0 box around, but
on both RHL7.2 and RHEL3 it works the same way.
