Does the INSTALL file say to "make test" before "make" ?

Well, if configure generates a Makefile where test does not depend on a
valid subset of targets, I would suggest it was rather sub-optimally
designed.

There are other problems apparent; never compile stuff as root, and don't
abuse /usr as the destination for home-compiled software, either, as it'll
create an untidy mess. Use _stow_ or an equivalent system instead.

I would suggest the INSTALL file is rather clear in the matter.
