password policy

Default password policy

Hi, i would like to know how to setup a default password policy on Red Hat
9, my objective is, when i create a new user or one of the users changes his
password, the system should only accept a minimal of 10 characters on
passwords...

This is how I do it.

Global password length.

Users and root have different length passwords.
