Default how to measure available network bandwidth

I am using VNC to remote access a Linux via Comcast Cable. The response
pause for several secondsfrom time to time. I guess it should be network
problem. How to measure Network bandwidth. I found ping sometimes
takes 4 ms . But most of the ping is with 0.5 ms. Or will DSL get rid of
this problem?

try iperf with tcp mode
