Newbie question - identifying the application

Can I find out which application is running and sending packets? I have had
a couple of instances where low-intensity traffic is shown in GKrellM's
ppp0 window, but everything should be stopped.

I'd use a utility like tcpdump and take a look at those packets. Probably
just maintenance stuff by your ISP and tcp software keeping the connection
open.
