MySQL has a set of instructions that you need to follow to initialize
the 'mysql' database and the tables that reside in it.

Running 'mysql_install_db' should fix the problem. After that, run
mysql_secure_installation to set a MySQL root password and configure
some other options to create a secure MySQL installation. You may need
to run these commands as the 'mysql' user; check the documentation to be
sure.
