installing binary file!1

I want to install this software (dcmtk-3.5.3-linux-i386.tar.bz2 ,
http://dicom.offis.de/dcmtk.php.en)
in my Linux (Fedora). How can I install a binary file? What I did so far I
extracted the file under /home and as a result I got a folder with name
"dcmtk" which has these folders (bin, lib, etc, man, share).. Now I do not
know what should I do to install the software? any help would be very much
appreciated. Thanks.
