Default RedHat9 with Addition Language Support

Hi
I try to install Redhat9 with Thai language support to be Db server.
My dbms use character set as recommend (TH8TISASCII).
After I start migrate data from text files (on windows) to Linux.
I notice it can not open thai text files on text mode, Xwindow mode
and from DBMS tools also.
I can make new thai text files in XwindoW but I can not read in
windows2000 also.
I try to install TLE (Thai language extension). But I not sure.
it will help me or not. Anyone can help me?
