Default Blocking telnet listener on ephemeral port

Hello All -

I am running a nessus scan and get an error that a telnet server is
listening on an ephemeral port.

I cannot turn the telnet listener off on the service running in the
ephemeral port range as it is used for inter-process communications on
the box.

Is there a way to specifically block telnet messages destined for an
ephemeral port with ipfilter?

Any information would be appreciated,
