ipfilter compile issue on ubuntu server 6.06

Hello,
I have been trying to compile IPFilter on ubuntu server 6.06, and I
think I am almost there, however I have run into an issue and I'm not
sure what to do next.

Below are the steps I have taken for the whole process and the output of
"make linux"

2. build kernel

make menuconfig
(load alternat config file = .config)
(make changes, if necessary)

3. empty the file:
/usr/include/linux/config.h

4. IPFilter

tar -xzvf ip_fil4.1.16.tar.gz

5. Linux-ify IPFilter
