Solaris 9 with ipf hangs when tracerouted

Hello
I am having some problems gettting ipf to work on a solaris 9 sparc box.
It allows and blocks just fine but ping and traceroute are allowed to the
box, the box is allowed to respond. I cannot ping the box and when I
traceroute it locks up, can't even connect via serial terminal. What am I
missing?
Back story:
compiled using sun compiler on SUN4U OE 5.9
make solaris , make package
transfered pfil and ipf pgks to another machine for deployment
installed and configured pfil per instructions
installed and configured ipf
(hacked ipf.conf from another machine on campus)
