IPFilter doesn't use new rules

Hi,

I wrote some new rules to ipf.config and then applied
them using ipf -Fa -f /etc/ipf.config
but when I checked log file I didn't find them.
I used trafsho to check if everything is ok , but it'wasn't.
Rules didn't work.
I tried to apply block rules.
Could someone point me what may be wrong ?
