Default IPfilter content filter

Hey All,
I thought I remember a while ago some one saying (pretty sure Darren)
that 4.x IPFilter would have content filter rule ability, I really need
this as I have a user who has manage to a install trojan that aren't
picked up by common AV products (I isolated it with sygate personal
firewall) and this trojan likes to try and connect to out to a IRC
server (to report to its master I guess for remote control) I am sure
hes not doing it on purpose but its because he uses IE and loves his IE
and browses web sites that use exploits to install this kind of software
on his machine.

I want to do a firewall rule to allow him only web access if he uses
mozilla or non IE web products.
I know I could install something else to do the trick but thats not what
I am after,
Is that content filter ability now in 4.x IPFilter?
