Graphical Client

I know this sounds like a stupoid question but it is one that must be asked. I build firewalls at the job I am at and currently have over 200 out
there. My wuestion is this. Is there an easy to use and SECURE graphical client that can alter ipfilter and/or ipnat rules from a windows box. Maybe
utilizing Putty or other ssh client? I would like to be able for the more above average IT admin to be able to change thier own rules so they dont
have to call me. Thanks for any help
