Default rlm_counter error when running radiusd

Hi
I built version 1.1.7 on a RHEL4 server. It builds fine, however when
i run 'radiusd -X', i get the following error:
radiusd.conf[1404] Failed to link to module 'rlm_counter':
rlm_counter.so: cannot open shared object file: No such file or
directory.
It seems the build did not make the module files for this module. I
ran configure with "./configure --with-experimental-modules"

How can I get it to build this module during the build process.
Thank you and please let me know if more info is needed
