FreeRADIUS with ADSL Wholesale Issue

I need to configure FreeRADIUS for a Teclo that will provide Internet
via wholesale ISPs, each ISP will give the user an account that we will
create on our aaa or proxy it to the RADIUS server of ths ISP.

Now we have problem with users swaping thier accounts, so if user1 has
account with ISP1 user1@isp1 and User2 has account with ISP2 user2@isp2,
user1 can use the account of user2 to connect to ISP2 and vise versa.=20

I am looking for away to lock users with thier ISPs, so a user1 DSL
connection will only work when using ISP1 user1@isp1=20
