There are *much* stranger dictionary file formats.

The FreeRADIUS dictionary files are meant to be used by FreeRADIUS.
I have no idea what, if any, dictionary files are supplied by
Authen::Radius. But I'm not surprised that a non-FreeRADIUS program
has issues reading the FreeRADIUS dictionaries.
