the scheme for mySQL creates a table "nas", its columns are quite=20
self-explaining. Then in sql.conf at the very end there is a section

# Set to 'yes' to read radius clients from the database ('nas' table)
readclients =3D ...

Set it to "yes".

If you want to completely disable clients.conf, i.e. delete the file and ma=
ke=20
the server not die because there is no client {} stanza, you will need a=20
little patch that ignores the non-existence of such stanzas. It is in the b=
ug=20
database under http://bugs.freeradius.org/show_bug.cgi?id=3D203 where Aland=
=20
DeKok considers it for inclusion into a later release.
