In my distribution I noticed that totacct and mtotacct were not
executeable (and should be to use them), this is probably by design as
they are high-overhead from what I can tell.

So, make them executeable if you haven't.

Also, what he said: dialup_admin.cron is not a script. It's a crontab
file. You can either copy and paste its' contents into your contrab, or
copy the file to /etc/cron.d/ which will automatically include it in the
system crontab.
