I think you just need to map the EAP-Type attribute to an ldap attribute in
the user entry. That is, something like this:

dn: uid=user,ou=people,dc=company,dc=com
radiuscheckitem: EAP-Type := EAP-TTLS

authorize{
eap
[...]
ldap
}

authenticate{
eap
}
