compile dissector plugin under Windows

Hello, I want to compile dissector plugin under Windows, Dev-C++ (gcc).
Where do I get epan\libethereal.a ? cos when I try to link project,
Dev-C++ gives me error - [Linker error] undefined reference to
`proto_register_protocol(char const*, char const*, char const*)'
