--includedir doesn't do what you think it does. --includedir specifies
wheret the application installs its own headers, not where it reads the
headers during compilation.

Sorry, your efforts were for nothing. You should've simply set CPPFLAGS.

../configure [options] "CPPFLAGS=-I/usr/local/courier/include".
