You want to take a look at local filters:

http://www.courier-mta.org/localmailfilter.html

this is different from maildrop delivery time filters and is run during
the SMTP session. rcptfilter is run immediately after the sender does
"rcpt to: xxx" and smtpfilter is run after the message data is received
and before the message is accepted.
