I work with an immigration law firm that is very sensitive to effective
delivery of email to all the free email services.

We came across Hotmail's postmaster site, where one can also access
IP-based statistics about mail deliveries.

Here is the URL if anyone is interested in further pursuing delivery
problems with Hotmail:

You can sign up for IP-based statistics on this site under: Smart
Network Data Services.

By and large, they seem to be using the Hotmail platform to force people
to adopt Sender ID (SPF) or SenderScore.
