I know what's happening.

Many years ago something was done regarding some browser issue that I don=

even quite remember all the details about; and now this code is screwing =
up=20
UTF-8 form posts.

I don't know if this code is even needed any more, here's a patch to remo=
ve=20
it. This may cause other problems and regressions for other people, but =
in=20
the meantime you can apply this patch and look for any other=20
language-related problems; while I go and put together a test build and s=
ee=20
if anyone starts complaining=E2=80=A6
