localtimeout is Courier's local mail delivery timeout.

You are running maildrop as part of local mail delivery, and maildrop has
its own 5 minute, fixed timeout.

Mail should not take more than five minutes to get delivered. If it's
taking longer than that, something is broken.

The number of local mail delivery slots is limited. A broken local mail
delivery script will quickly use up all available delivery slots and block
delivery of mail to other mailboxes. This is unacceptable.

You're trying to fix the symptom, instead of the underlying disease. Fix
the disease instead.
