[courier-users] PCRE build requirement

When I am building Courier (0.52.1), why is pcre-devel not a BuildPreReq?
It seems odd that the build would complain about missing prereqs for
everything else, but wait until the configure step to error out saying that
PCRE was not installed.

I wasted a bit of time running in circles on this one until I figured out
that it wasn't actually pcre that was required, but pcre-devel.
