On a unix fs, a hard link is just a reference to the = = destination file. The link points to an inode which contains permission = = data, etc. Either the first user to receive the message would have = permission to modify it, or no one would. The latter would require that = = the entire system drop the unix security model and start storing = messages either in a central location, or in a DB like Exchange. = Maildrop would likely have to be removed from the system, as well.
