Looks like Courier Authlib is installed but not running, you need to start
it. For Redhat style systems this would be:

/etc/init.d/courier-authlib start

your method of starting up courier-authlib may be different though. Also,
verify that:

authtest a_valid_username

works without error and returns the correct results.
