That's because you now revealed that you've built RPMs, which takes care of
this detail in the courier-webmail subpackage.

Moving the cgi-bin wrapper is a manual, required step when building Courier
directly from source. This because automatically installed a root-suid
wrapper in a public cgi-bin directory is not a smart thing to do.

But, when you're building RPMs, this manual step is replaced by an
equivalent manual step, of explicitly choosing to install the
courier-webmail subpackage.
