zone transfer problem, rndc retransfer !!

I tried with *rndc retransfer grg350.com.np* from the secondary server
(for grg350.com.np zone)But i had error as(in log of primary nameserver )
:
Mar 4 15:38:09 tilicho named[32283]: client 202.63.246.225#38277: zone
transfer 'grg350.com.np/AXFR/IN' denied

My settings
a)I am using TSIG
b)Also i have notify statement in named.conf file.(each notifying to the
other server)
