Default Bind 9 on Dns slave

Hello and sorry 4 my English.

This is my problem:
I've got a server (primary master) with W2000 and Bind 8 and i must
setup a slave server an a Debian 3 and Bind 9 system.

I put some 'type slave' zones in named.conf with also the instruction
master { IP }.

Obviously I added the instruction allow-transfer in primary master
named.conf.

Then I created the key with 'rndc-confgen -a' but when I typed 'rndc
reconfig':

rndc: connection to remote host closed
This may indicate that the remote server is using an older version of
the command protocol, this host is not authorized to connect,
or the key is invalid.
