seeing hint server data?

hello,
1.I am having an ISP connection,if i don't forward my query to ISP's nameserver ,whether the query will be resolved by hint server using
named.ca file?if yes how? if no then whether it is due to denial of allow query?
2.can we see the cached data in the hint server?
3.when the reverse lookup will be useful?
