You mean a server that's pointed to by the NS records in the hints file?
It should be a server for the root zone, usually containing delegations for
all the top-level domains.

It's used when named starts up. The server picks one of the nameservers
listed in it and sends a query for the NS records of the root domain. Once
it gets this response, it uses that data rather than the initial hints that
were in the file.

By convention the TTLs of the records in the root zone are really long, but
I don't think it matters much because the root information is replaced with
the information that comes from a real root server in response to the above
query.
