By any chance have you enabled the PWS on windows? that would sit on port 80
stopping apache from running, and also what file permissions have the log
files and the log directory got, if apache is not running as the same user
as who created the files you will find they are protected under XP's new
fangled lets stop anyone doing anything file system - I have even seen it
with M$ word, the user who installed word could do anything, other users
couldnt use Spell check or modify the normal.dot file.

Try right clicking and select sharing/security and make the log files
writeable by anyone.
