Default apache 2.0.46 interferes with ftp server

ok, trying again. i just upgraded from 2.0.40 to 2.0.46 on my test
server while investigating ldap authentication for a departmental
website. after upgrade, the FTP server on my system stopped working. it
accepts connections, but fails to obtain directory listings on connect.
no uploads, no downloads possible. the FTP server works just fine when
apache is shut down. this problem didn't exist when using apache 2.0.40.

i am not using any of the apache proxy or FTP proxy modules; apache is
bound to port 80 only and should not be handling or interfering with
requests on port 21. has anyone else seen this, or does anyone else know
what may be ?
