Default SSL environmental variables

I'm looking for some apache wizard who can provide
guidance:

What (configuration change?) is required in order for
SSL_ environmental variables (ie, SSL_CIPHER_ALGKEYSIZE,
SSL_CIPHER_USEKEYSIZE, SSL_PROTOCOL) to be available
to CGI scripts?

TIA vary much.
